Dear Members of the Health Sub Group,

During the course of our Health Group discussion in Cartagena, one of the
proposals accepted was that we should attempt to collect data from different
sources (countries/regions) regarding the principal components of the overall
out of pocket health burden of our Microinsurance target market. The purpose
being to compare and contrast where microinsurance and possibly important
related low cost services which insurers might consider providing could help
diminish at least some of the major cost components of the overall health burden
of the poor. It would be hoped that the resultant health "solution" would
attract strong perceived value and demand whereby at least some immediate
benefits would be available to all members of a scheme within the year in which
a premium(s) is paid. A frequently voiced criticism of the market is that "I
paid a premium(s) and personally got nothing for it in the year - can I have my
premium(s) back?"


The following is a link to a questionnaire which with the kind assistance of
Valerie and Griet Cattaert of ILO we have put together on ILO's GIMI site.   I
would ask that you spare a few minutes of your precious time to input the data
from whatever sources you have to build up a picture we can all share and from
which we can all benefit. Some people voiced the opinion that this data was
readily available so the group would really appreciate your participation.
