Thank you for sharing this information. Some thoughts on the meeting in Cartagena:
 
I would try to avoid another debate on the mission statement. I think we have passed this phase. Opening the discussion about this will probably be time consuming and will not help us forward. I think we should focus our debate on how to proceed and I share the opinion of Iddo to work on an action plan. This would help us to maintain the 'momentum' we had reached. 
 
Because of the specificity of health microinsurance - that we stressed in the mission statement - I would be especially interested in the link between health microinsurance and social protection. My focus would be on questions like: can HMI effectively help the poor to have access to health? (mentioned by Iddo) or How can HMI strenghten health systems? Anyway the debate on topics should be held in Cartagena.
 
I understand that the idea is to coordinate field research.  I think this is ok and I think we should look if it is possible to harmonize research questions and methodology. 
 
Another (and may'be even more) important issue would be on knowledge sharing. The main function of the working group is to share knowledge. This means that we should also look at activities and mechanisms to share results of research. This means defining a platform to share information and planning activities to bring experiences together.  
 
Finally: I understand that there is a debate going on who can be a member of the network and who can vote. Will this have implications for our network?

Please find attached a revised version of our mission statement including all your comments and an updated list of the subgroup members. As you may see the paragraph "Our framework" has been modified according to the CGAP working group's modifications and its transformation into the "Microinsurance Network".

 

I am pleased to confirm that this year the health microinsurance sub-group will have a long and - hopefully - productive working session in Cartagena; it will take place on Wednesday 5th of November, from 14h00 to 18h00 in sala de comision 1.

 

I think we could take this opportunity to choose the key questions we want to address in 2009 and start working on them.

To ease the process we could maybe identify what research each of us plans to conduct in 2009 and what the field projects we plan to work on are. We will then see if it is possible to capitalize on these activities to serve one or more of the priority areas in our mission statement.

We can also consider developing specific activities from scratch for the subgroup, but this will be more cost demanding!

Maybe we could also take this opportunity to finalize the mission statement and consider what will be done with it.  Should it be circulated for instance?

 

Since we only have a tiny little week left before our sub-group meeting in Cartagena, I would suggest that those who want to should suggest other issues which can be raised during this meeting, so that we can come up with a tentative agenda by next Friday.
