[Subgroup-health] Mission statement v3 and 1st proposal for a tentative Agenda of our meeting in Cartagena

Dear Valerie and all,
Looking forward to seeing you in Cartagena next week. As it happens, I
will facilitate the impact subgroup, which will be meeting in parallel
to the health (and technology) group, so will unfortunately not be able
to join the meeting (maybe the 2nd half if it indeed runs for 4
hours). Still, the health group remains a very important group for
which I would like to offer to the following thoughts:
1. The agenda is quiet comprehensive, and there's a lot of items for
discussion. It seems clear to me that the subgroup will be hard pressed
to find the resources to work on all the potential issues, and fully
support the notion that one should focus on a few key issues. From my
side, the following (inter-related) issues are top priority:
_*On the role of HMI*_
· Relevance: Why does the vast majority of the poor rank health
as their top microinsurance need? How do they expect microinsurance to
meet those needs? Is the industry responding to this adequately?**
*_Benefit packages and provision_*
· How to design an essential cost effective benefit package
adapted to the specific needs and priorities (economically and socially)
of the targeted groups?
· How to most effectively market and educate the poor about
health insurance and its benefits (in connection with the capacity
building subgroup)?** **
_*Sustainability and outcome*_
· Can HMI really help the poor improve their access to health?
What models are most effective? How can this be measured?**
2. The Micro Insurance Academy is already engaged in research and
implementation projects on all of these issues, through a number of
projects in South Asia. Will be happy to share more details when we
meet in Cartagena.
3. While using individual organizations' projects as a basis offers cost
advantages, it is important that the health subgroup does not merely
become another channel to echo what others are doing. Therefore, it
would be good if a concrete discussion in Cartagena yields a plan of
action, complete with a strategy to raise funds to accomplish the plan
of action.
