[Subgroup-health] Session of the CGAP health microinsurance subgroup

Dear Dirk, dear Craig, dear other members of the steering committee,

 
Please find below the description of the session that the CGAP health
microinsurance subgroup collectively proposes to organize on "Design and
provision of the best possible benefit package: technical and policy
perspectives", as previously discussed with Craig Churchill
 
The definition of the topic of our session is the result of a very
active discussion that took place during the past few weeks within the
health microinsurance subgroup. 
 
Several members of the subgroup (Tara Sinha, Denis Garand, Mukti Bosco,
Iddo Dror, Christine Bockstal, Fabio Duran) sent proposals that I will
forward to you in the following minutes. The group members are still
sending proposals ... which means that some new ones may arrive in the
coming days ..

Title of the session: Design and provision of the best possible benefit
package: technical and policy perspectives
 
Under theme: This session could feed both under
4) Innovative products and distribution channels
OR
3) Regulation, supervision and policy
 
The key messages are following:
 
What is "the best possible benefit package" and how to provide such a
package?
This package should:
1) be as comprehensive as possible and respond to the priority
protection needs of the insured (otherwise the product is not very
attractive)

2) cover Health care services that are available (it is therefore
important to negociate with Health care providers and the Ministry of
health to make sure that the supply matches the demand)
3) be affordable (it is therefore important to contain costs through
various means : negotiations with pharmaceutical industry, negotiations
with Health care providers on the treatment protocols to rationalize the
utilization of the Health care services, etc.)
 
The CGAP Health microinsurance subgroup will provide concrete examples
of health microinsurance schemes in India, Africa and Latin America
which are faced with following issues (the question of the priority
needs to be covered, the questions of availability and affordability of
the benefit package) and have been able to find solustions either
internally  - e.g., participative design and adjustment of the package,
increase of efficiency through the use of MIS system, etc. - or
externally - e.g., negotiations with health care providers or
pharmaceutical industry, connexion to national health programmes or
regional initiatives, links with networks of cooperatives, links with
the corporate sector on behalf of the CSR, links to international funds,
etc.
 
This session will be a good opportunity for the health microinsurance
subgroup to formulate the subgroup's 2009 Key question that will then be
developped through research, taken into consideration in existing field
projects and discussed in conferences.
