Statement of Work
Micro-insurance Consultant

Summary

FINCA International is seeking to hire a short-term micro-insurance 
consultant (hereinafter “the Consultant”) full-time for a period of 10-12 
weeks, starting immediately.  The Consultant will lead FINCA’s 
negotiations with potential insurance partners, including brokers, 
insurance companies and re-insurers.  The Consultant will also create an 
operating structure for FINCA’s micro-insurance business, including 
organizational design, policies, procedures, performance standards and 
overall management.

Location

Preference will be given to candidates in or near Washington DC, however 
alternative arrangements can be considered for exceptional candidates.

Deliverables

1.      Contracts.  The Consultant, under the guidance of the Senior 
Manager for Strategic Initiatives, will negotiate partnership contracts 
with underwriters, brokers, re-insurers, or insurance service companies. 
These will be assessed and approved by FINCA’s management against the 
criteria of FINCA’s business requirements, including the value of service 
to customers, ease of implementation, and revenue-generation for the 
organization.

2.      Organizational Design.  The Consultant will propose an 
organizational design for the execution of the micro-insurance business 
within FINCA as a separate P/L unit, with operations both in the field and 
at the regional and/or global level.   The organizational design will 
allocate functions within FINCA (HQ and field), roles and 
responsibilities, lines of authority, and financial and operational 
management of the business.

3.      Personnel.  In accordance with the Organizational Design, the 
Consultant will write job descriptions for staff of the micro-insurance 
business unit, including Global and/or Regional Managers, analysts, 
administrative support, and customer service representatives.  He or she 
will also create personnel profiles to guide recruitment of these 
positions and lead the selection and hiring of staff.  The Consultant will 
also prepare the necessary training materials so that new recruits are 
able to execute their roles within the organizational structure and 
deliver excellent customer service. 

4.      Policies and Procedures.  The Consultant will create a Policy and 
Procedures manual to govern micro-insurance activities within FINCA.  The 
P and P manual will describe in detail the activities to be executed, 
including: the setting of coverage, negotiation of policies, claims 
processing, and customer support.  In parallel, the Consultant will devise 
performance standards for the business and the necessary monitoring and 
reporting structures in order to manage the business with an eye towards 
both its strategic and operating goals.

5.      Budget and Financial Projections.  A preliminary budget and 
financial projections have been devised for the micro-insurance business 
unit.  The consultant will revise the projections as needed and, at the 
end of the consultancy, present a 3 year P and L for the activity based on 
a detailed assessment of expected income and expenses.

Qualifications
The Consultant should be a manager or executive with at least 10 years in 
the insurance business at a senior level, with a background in 
international insurance operations, particularly Latin America.   The 
consultant should demonstrate a concrete grasp of the marketing, customer 
service, and product development dimensions of micro-insurance, and have 
the ability to interface directly with executives within and outside of 
FINCA.   The position requires an ability to write procedural manuals and 
training guides, and to devise and execute marketing campaigns, and the 
ability to recruit and manage overseas field staff.  Strong negotiating 
and communications skills, international project management, and a fluency 
in Spanish are also required.
